Director, Governor Jackson:
I was unable to get my
approximately $3,400 Perkins
Loan into forbearance--until
February of 2014--despite
multiple efforts. I would
attempt to call the loan
servicer, but unlike other
businesses, there wasn't an
option to leave a voicemail
afterhours for call back the
next day. When I finally
obtained the servicer's
correct fax number, each and
every fax failed to reach
the servicer. I had an
accurate fax number and
attempted to fax the
forbearance paperwork at
least three or four times
over a several week period.
Then, due to the phone and
fax difficulties, I called
the servicer again and found
someone willing to accept
the paperwork as a secure
e-mail PDF attachment. Due
to these communication
troubles I had already
experienced with the loan
servicer, I asked the
servicer to acknowledge the
receipt of my e-mailed
paperwork, which they did.
Thus, after over a month of
unsuccessful phone calls and
faxes, I thought I had
finally gotten them my
documentation.
However, after around two
weeks of further
communication problems, I
was shocked to learn that
(1) my account was in
default, (2) about $1,000 in
fines or fees were added to
my loan balance now at
$4,424.00, and (3) a
collections agency was
calling me and threating
legal action. I spent over
an hour on the phone with
them. The collections
company is as follows:

Unless I'm misunderstood,
according to both the loan
servicer and the collections
company, these efforts are
on behalf of TWU, which owns
the debt; therefore, all I'm
asking is a reasonable
postponement of repayment
until I can assess what went
wrong and perhaps a related
dispute with TWU is resolved
by the U.S. Department of
Education (DOE).
